Only in the UK do you have ONE queue for two different services. So you can't just queue for one service even if you don't want the other one at all!

That happens here too - eg. U have your singpass and just wanna get your queue number to wait to see someone about something else at the cpf office. Too bad, U'll have to wait in line with others who may be there to get their singpass. U'll have to wait in line while they're at the counter typing out their 8-24 digit alphanumeric passwords (twice), while the person behind the counter prints a form and gets the folk to sign it.

But that's kind of like one service also? You're queuing for the service offered by the person behind the counter. I'm talking about 2 different people each specialising in just one service - and one queue for both counters, I swear, the counter I wanted, the girl was just being lazy and a bitch.
