Rufus' personality differs with the people he meets. Overall, it could be said that Rufus is a horrible person. He's manipulative, he lies and he's very sarcastic. Very rarely would he actually be sincere, unless he's talking to the Turks. He's sharp and cunning, and even if he says that he doesn't notice insignificant things, he does and he makes a note of it. He's driven by the desire to excel and be superior than those who surround him.
A person that did not know him that well would note that he was tersely polite and very haughty. Conversely, he would ask a lot of questions and try to get to know the person. Behind their back, he would be plotting on how he would use them to his advantage without their knowledge and try to gain an advantage over them using the information that they provided him. It wouldn't be surprising if Rufus insulted someone in order to make them enraged even more to reveal more about themselves.

If you were someone of interest (i.e Kadaj, Sephiroth etc...) he would remain calm, even light hearted around them. He's deadly serious about his interactions with them - down to every calculated move until he found a weak spot and then crushed them with it.

There are very few people that he does trust, and those are the Turks. It would be extremely hard for an individual to gain that much trust from him in a short amount of time. The Turks are basically his family. Realistically, President ShinRa was too busy with the company or committing adultery to pay attention to his son. Therefore, since he was the President's son, the Turks would look after him. This also could be a reason why Rufus is the way he is when it comes to his world view, the Turks basically raised him. In Before Crisis, he had betrayed them to the point that he told a member of AVALANCHE to kill them, but they still stayed loyal to him. In Advent Children, he throws JENOVA's head over the side of a building and then leaps off of it. He doesn't even consider what he's going to do because he knows that Tseng and Elena will catch him.

A long time ago, Rufus would be very immoral when it came to people's lives and the people around him. That immorality spawned from being a ShinRa: he's never been around those with a sense of right and wrong, but rather do or do not. It isn't a question of the road traveled or how he got his power, is that he got it without becoming inferior in the process. With that immortality came with an incredibly cruel person. It could have been bitterness of his father ruining his inheritance or the fact that he failed to kill his own father the first time around, Rufus utilizes cruelty to get what he wants. After all, the planet, the people of Midgar, everyone were just pawns for his new era.

After the explosion on the top of the ShinRa building, Rufus reformed and started to care for the planet and those who lived on it. He had been given a rather large dose of reality: he couldn't rule people with fear because ShinRa wasn't the planet - compared to it, it's just another organization that would disappear with time. He couldn't rule a world with fear if the world wouldn't fear him, so he had to learn to use another route. Though his intentions might be good, rebuilding the world didn't happen with heroics and idealism, Rufus employed something to make him more human. For the sake of furthering his own means, Rufus would lend his skills, though not without a price. He'll hide the fact that he's become a more compassionate person, he still needs to portray that he is a hard man without remorse. It is what makes him so efficient; being detached from someone means that you don't have to be held back. Of course, thanks to the planet not killing him, he's starting to see the error of his ways.

Nothing about Rufus ShinRa is gentle. Though the man sitting across from him thinks that he's speaking to a frail intellectual or even someone beneath him. Rufus is amused, almost fond of his new prey. Odd that the client would think that he chose Rufus, when it was really the other way around.

This client is a rich man with a number of connections throughout the city and he is also Rufus' ticket out of here. The fool, Rufus thinks as he plays a fool and allows the man to tell him of his poor business plan, he thinks that he is going to get me in his bed. A necessary biological nuisance yes, Rufus finds sex to be the most basic of all needs and therefore the lowest of the low. If this man wants to believe that he has a chance with Rufus, let him. The fact of the matter is that Rufus is using him, little by bit, getting his money and access to his resources.

All will go well and Rufus will topple this man's enterprise from the inside out and take it over like a parasite. The client cannot resist because resistance is futile; fear will drive him to do whatever Rufus wants. Or at least he thinks.

This place is determined to remind that Rufus ShinRa is still a human, regardless of his icy exterior.
