Ikkaku's a pretty friendly and mellow guy most of the time! He likes to fight, likes to drink, likes to party. He'll be completely 100% at home in a testosterone-charged pissing-contest environment. ... his best friend is sort of effeminate and fruity. His captain is a badass. His vice captain makes the entire world her chewtoy. He's good with tools. He's kind of a doormat where his captain and vice captain are concerned, but otherwise Ikkaku's a terror.
Like the rest of his division, Ikkaku's a confrontational meathead. Unlike the rest of his division (and that's including captain, vice-captain and Yumichika), he can be a hardass when it comes to training and drilling and getting stronger, especially when it's his subordinates being weak or lazy.
He has a strong code of honor and sticks to it. He respects people who're strong and keep fighting even when they're about to fall over. He never, ever backs away from or surrenders a fight. Ikkaku sort of has a deathwish. He doesn't really WANT to die, but he knows that if he does, he won't regret it as long as he goes down fighting under Kenpachi's command. As such, there's literally nothing that scares him. He can be surprised, but true fear is something he hasn't experienced in a long enough time that I'd say he doesn't even remember what it's like.
Ikkaku's pretty bright-- when it comes to fighting, anyway. He thrives on flexibility and being able to adapt to any situation, watching and strategizing... but only when it's more fun for him. And seriously, he'll do a lot of things for a good fight. Even handicapping himself to fight on the same level as his opponent. He's not too hard to piss off or work up, either! Just challenge him. Or call him bald. He doesn't like to take fights personally, and would rather be laughing and... drinking with his opponent, but he does know when to get serious and crack down.
He likes to blend in rather than stand out, hovering somewhere above-average but just below extraordinary. Ikkaku does just enough work to be out of menial-tasks range but just below vice-captain (though most of that work ends up going to him anyway because lol, Yachiru doing paperwork).
He's loyal to Zaraki Kenpachi. That's it. He sticks around in Seireitei because Kenpachi hasn't left, but if he did, you can bet Ikkaku won't be far behind.
Strengths/Weaknesses:
Skipping powers! But in general, Ikkaku's in prime physical condition, has immense amounts of endurance and stamina and power (reduced to reasonable levels, but still extraordinary, I think). He's a decent strategist and an observant, perceptive fighter. He's good at gauging an opponent's strength and he's very self-aware for a guy who's so crazy sometimes. He's completely fearless, though he can be surprised. He's got a pretty damn good relationship with anyone he regards as an equal or a partner, so that'll probably extend to his team as well. He's a pretty good leader when it comes to smaller groups, though he'd rather take a backseat and relax.
He's also kind of a dumbass and willingly handicaps himself in a fight in order to drag it out. He almost never fights at full power and rather than trying to end a battle immediately, he'll take some pretty stupid risks to make things more fun. It takes a while for him to really warm up and get into a fight, but he's kinda like a snowball rolling down a hill in that regard-- Ikkaku gets more serious as time wears on, so he relies on staying power rather more than he does speed.
He absolutely refuses to team up with someone against an opponent. If it's two on two, then he'll take one and lure them away to fight on his own terms. Ikkaku expects everyone to fight their own battles-- he'll probably train his team against each other (and him) all the time when there're no wild pokemon around and then expect them to work out which moves to use themselves in actual battles. Though he probably will shout orders when it looks like they're struggling. He'd avoid it, though.

[ LET'S PRETEND HE'S CAUGHT A MACHOP SOMEWHERE DOWN THE LINE because I suck at checking the starter pokemon list. ]
So there's a guy and he's got a Machop and let's just say this guy wants a Machoke only his Machop ain't so hot on the evolving idea. Can split rocks but he won't just man the hell up-- wait. Mon the hell up?
Anyway. So this guy says to his Machop, alright, you win three battles against three 'mons at your level with no breaks and I won't push ya.
So. Takers.
Gonna happen either way, we're just decidin' on the time. For the record, he can't even win against me just yet.
Third Person Sample:
Ikkaku dropped into a wide defensive stance, both arms up, eyes narrowed. He easily picked out the holes in his opponent's guard-- arms a little too low, legs a little too close together. Machop glared back, then darted forward, dropping low for a sweep. Ikkaku blocked it easily, elbowed the pokemon in the chest, then wrapped his arm around its neck, forcing it to the ground until it tapped out on his shoulder. He let go, waited for the Machop to get back to its feet, then clapped it hard on the back.
He said as he moved back again, "Nice speed. Technique needs work. One more time."
Machop was panting, both hands on its knees, but it immediately straightened back up. Ikkaku inclined his head at its feet, then shrugged his shoulders to signal that it needed to fix the set of its arms. And then he flashed it a wide, wild grin. "Call yourself a fighting pokémon?"
It was his turn to attack-- a straight punch to the face (blocked), an elbow swinging around to hit Machop on the side of the head (score), and then a low kick (blocked) before he backed out of range. Machop had always been weirdly quiet, but determined, so when Ikkaku gestured that they were done for a day after that last exchange, he wasn't all that surprised to see it shake its head and charge him again.
Ikkaku had been trying to keep his team even in terms of strength and ability, but Machop had outstripped them almost without his noticing. He probably wouldn't be able to keep this up once they evolved-- pokémon were stronger than any human, and at least in this body, they'd start doing a whole lot more damage than he could take without ending up in a hospital for weeks. But if Machop wanted to be stronger that badly, he wouldn't hold it back to keep pace with the rest of his team. Like Renji. Only as far as he knew, pokémon don't get promoted out of their teams.
Until then... Ikkaku gestured at Scyther, then brandished a newly-carved wooden sword. "Next!"
