Sadly, I very much doubt that either of my characters would have had any contact with Yuuko. Hijikata almost certainly wouldn't have, because even in the unlikely event that he'd heard of her, he's very intent on achieving everything on his own terms. He'd only get help if there was some desperate need. Though in the present time-frame, I can see him considering making some kind of arrangement to get Yuuko to take away his man-wife's chronic-cough-that-isn't-exactly-TB. Loved ones having incurable illnesses are not on his happy list.
Sun Ce may have heard of her, since he lived in Bellcius most of his life and had a pretty wide variety of connections. His family is pretty famous as far as military and political stuff goes, not to mention big, so she may have heard of them/him, but I don't really know if they'd have caught her interest.
If anything, Hijikata would only know anything about her through Rou, if Rou ever told him anything about her. Unless he comes to her in the future, which he... should. ;DDD Y/Y?

Let me see... to make things simple I'll just list stuff briefly. |D;
Rou : He knows her! 8D Well, in his childhood at least, given how long Yuuko already has her store in Bellcius. He would have went to her store often as a kid and immerse himself in the mysteries there for hours on end - and of course would know her. Though after his exile and everything though, he hasn't went into there since. Maybe passed by the shop a few times, yes, but he didn't go into it - he'd rather leave his childhood memories alone.
Garfield : Would know her as well. He's been wandering around Bellcius for a few years now, so he would have ventured into her store at one point or another. He doesn't have any real wishes (maybe besides the destruction of Mondays and the reality of Lasagna Heaven) but he would certainly be intrigued with what he makes out of Yuuko's shop. And of course he finds Yuuko herself a very worthwhile human to talk with~
Kristoph : Knows her too, and possibly only dropped in once or twice, just to have a see-look for himself, so

Gotcha. :D Speaking of, I should probably describe her shop... I'm thinking of making it different from canon to make it more interesting and accessible. -will get to making a post sometime tomorrow-
I am quite sure that Yuuko knows all about the notorious Wei Clan and the Cao(Tsao) family, especially since these people owe her payment for the wishes she granted for them!
Let's say that Cao Cao's father, Cao Song(but Yuuko knew him as Xiahou Song instead since she met him before he joined the Cao family), owed this clever Time Witch payment for the wishes she granted for him ensuring the well-being of his family/clan? Maybe the fact that Yuuko aided Cao Song is the reason why the Kingdom Clan of Wei is so successful as of late in the political forum but the old Cao never paid off his debt to the witch...
Thus is the reason why now Cao Cao has to pay for his father's insolence and foolhardy trust for this magical witch...
Mmm, well, typically Yuuko takes the payment before granting the wish, but she does make exceptions if they say they'll pay her later. So it's possible! And now I'll get to play with more of your muses~ ;D
Mhm! That's true but I think Xiahou Song could have promised(after much groveling) that if he failed to pay her, that his son shall do so in his place. You see, Xiahou Song was a very sickly man who came from a poorer noble family in Bellcius. He was taken in by the Cao family once he married Cao Can's daughter but he didn't have much in the means of money for awhile.
Xiahou Song died early in Cao Cao's youth, so Cao will have to be the one to pay off his father's depths(even if it's been years later)...
But what would the payment be? Mhm? Yuuko did honor Xiahou Song's wish to make the Clan of Wei prosper!
I assume its more than riches that Cao must pay her.
Toshirou's more than likely heard her name mentioned by either, Gin or Rangiku at some point. He's to stubborn to actually go and ask her for help so fairly certain they've never actually met.
If Ukitake had indeed come to Yuuko re: your boy, she definitely knows more about him than he knows about her. They might've passed each other on board, but she's never introduced herself for various reasons.

She and Integra I'm sure have met - having a mutual though kind of opposing interest in the occult, I'm sure Integra's come to her for information or supernatural help more than once. Though somehow I doubt they get along. XD;; (Well, Yuuko probably doesn't care, but I can't see it being more than a distasteful partnership for Integra.)
Wolfina doesn't know her beyond extremely vague rumor, but if she ever hears anything more concrete, she might have to track her down - there's a lot she'll pay for a cure for her little brother, after all. Not limited to everything she has.
