Well, do you mean a) really cool character who is a villian or b) someone so heartless and cold that they would happily put their own family to death?
You see, I know you are thinking 'b' but I believe that everyone will inadvertantly name someone from chatergory 'a'. The reason being that no one remembers the really evil dudes, but they do remember the likes of Alan Rickman as the SofN.
Also, what is true evil? Is it a) doing heinous acts unflinchingly due to being a psychopath, or b) doing such acts even though you CAN empathise with the people you hurt? Which is worse?
Lay down better guidelines and I will put forward my arguement. So far it's a toss up between Sauron for being sheer evil or Jack Shit who hasn't done much but is througrally unplesent and pretty ruthless.

You would have to define "heinous" for yourself. Sauron for me doesn't make it because Grand Moff Tarkin kills in 30 seconds the same number of people that it takes Sauron probably several thousand years to do.
