You'll need to go talk to the Dark Assembly people about that. They seem to be able to contact him for applicants. Blowing up everything in sight may or may not make him come out, but my money is on it not having any effect.

Frankly, I don't understand it myself. You apparently have to bribe them to get what you want or beat them all into submission. Some of them have supposedly 'hacked their levels' whatever that means. Apparently it's supposed to make them harder to beat.
