It's kind of revealing that the article mentions "many of the complaints came from Parents Television Council members", given the way PTC operates .. the complaints are written by a few paid writers who compose the form emails, and the members are whipped up into a frenzy to hit the "me too" button the website and send copies of the email.
The FCC gets "complaint storms" of hundreds of thousands of these emails from PTC on every conceivable bit of perceived "indecency" to hit the airwaves, and it seems they either have a hard time distinguishing the flood of (IMHO manufactured) "complaints" from PTC from legitimate grassroots complaints on more reasonable content objections, or they decided to throw PTC a bone on this one to get them off their backs. But it's an ongoing problem with what I at least consider to be massive abuse of the FCC complaint system by an organization whose mission is to game that system to advance their own agenda ..

I've often wondered what the results would be if enough people who are tired of media censored to satisfy the complaints of groups like PTC got together and organized complaints of their own .. say, measures taken to prevent incidental nudity on TV shows and in made for TV movies that are so unrealistic that they distract from the story, etc. I don't see the "harm" that PTC-type folks claim is done to "their children" by the occasional glimpse of a nipple here and there .. if anything, the extreme measures the shows take to avoid it are often more visually titillating (no pun intended) than the scenes would be if they just shot them realistically ..
