I also looked up in Urban Dictionary to no avail.

However, like some of the people at the bar in the story (not just A), my wife knew immediately what my sister was talking about. Possibly it's just never been entered in Urban Dictionary? There are tons of absent or non-entries in Wikipedia, and that is a much more serious resource than Urban Dictionary.
