But seriously, I thought the same: I'm not enthusiastic about assisting in the defrauding of the government to the tune of $2000 for a complete stranger (or anyone else, for that matter!). "For their records" is a very shaky explanation.

It sounds pretty plausible to me considering the ridiculous hoops I had to jump through to get youth allowance among other things.

I've met this woman and seriously doubt that she's out to scam anyone, but you are entitled to your own opinion.
