Of course, there are a thousand ond one variations, but the basics appear to be flour, oats, brown sugar, and butter. And yes, lots of recipes use plain flour and bicarb, but I didn't have any plain flour in the house so used self-raising instead. I was a bit worried the biscuits would get a bit over-puffed as a result, but clearly that quantity of oats is enough to hold anything down.
