I'm not sure how you would integrate this thought into your numbers, but one thing I've been noticing about the game is how consistent the combats are in terms of length.
When I play them, they tend to last about 6 or 7 rounds. Obviously that's not a hard and fast rule, but in general, I've been impressed by how consistently they last about that long.
I mention it because, as level goes up, and encounter powers go up with it, I think the balance between the different usage power changes. Once characters are past about 4th or 5th level, I think you can rely on the fact that any given encounter is going to see the first four or five rounds taken up with encounter powers and a daily or two - only then do you settle down to the at-wills, which is quite different than the lower levels.
So a class that is shafted for at-wills but gains in encounters and dailies is going to be much better at higher levels than when they start out.
Oh, I agree whole-heartedly. I think this starts to happen once you get to about 5th Level, when everyone has 2 at-wills, 2 encounters & 2 dailies. I'm going to be interested in what they do in Arcane Power. I've heard that when they first developed the role of "controller", WotC wasn't sure what they were going to do with it. After all, it's the extra role that doesn't fit into the role of "tank","healer" & "DPS" from WoW and many other MMORPGs. They've worked out their definition of controller with the PHB2, so I think the extra powers outlined in Arcane power may change the wizard slightly, possibly in terms of damage.
What I have above is merely a comparison of level 1 powers. I'd almost count the 3 power levels as equal after that... Hmmm... something new to work out. Maybe later tonight. ;)
