alright. I went to my training today, in which I learned about how the school district tries to help provide resources for kids with special issues

I think I agree. (I am from a different background, never been in an American school, let alone one like you find yourself in). You say the school director is setting Pie in the Sky goals for schools. The alternative you sugest is not directing your goals (pie in the sky or not) exclusively/primarily at schools but at social problems like poverty and disintegrating community. But these official goals are precisely directed at schools because they make good 'targets' both to direct your pie in the sky official goals and directives at as well as the arrows of blame when it turns out less succesfull than hoped. Or am I being cynical? ;-) Good luck with you job BTW, it sounds hard but important. (I stumbled on your LJ, hope you don't mind me chiming in)
Always glad to get some feedback! Also good to know that omebody is actually reading this stuff......
Out of curiosity, where are you from? What is the economic culture of your home?
No, I don't think you are being cynical. I think is is bravely optimistic to look at the problem as it is, because that is the first step towards making things better.

And while we do have poverty and areas (and schools) with deprived kids (deprived of financial/emotianal/intellextual resources) and crime problems, they are nowhere as bas as they are in the worst ares of the US. I can't help but think that the more egelatarian distribution of money is a important factor in it. And a system of schooling that makes reasonable schooling available for everyone

I am so glad to hear that you are from the Netherlands, because I am very interested in Scandinavian economic culture and policy. I would love to have an ongoing discussion with you about these issues.
What are the most difficult social issues you face? How do you maintain a committment to civic life that seems to elude us?
