Why do we have welfare?

Proponents of welfare claim it is done because it is a moral obligation for society to help poor. Does this explanation make sense? Is it consistent with moral theory and empirical observation?

I fixed the wording so it should make more sense and added a bit on why I think what I do. I'll address what I think would be a good reform in the next post. Technology has rendered a lot of our instincts atavistic, and Hayek believed that the welfare itself is.
