I wouldn't call it panic. Different countries just are at different stages and numbers and thus have to take more drastic measurements. It's completely out of control here in some European countries, including Germany where I live ....
It's insane! I'm now working from home like most people and we might get a complete lockdown + curfew like some other European countries (Spain, France). THAT is scary ... not the virus itself ....
You're right, it's not just panic. It's just really hard to know how much and how to be concerned. I hope the drastic measures have positive effects for you. Japan seems to have a relatively low/slow contraction rate and life is continuing more or less as usual, but we don't know if the government is being entirely forthcoming with those numbers.
Personally I don't trust the numbers in Japan at all. Abe just wants to have the Olympics, but that won't happen. Most countries have travel bans, even Japan doesn't let EU citizens into the country anymore. How on earth do you want to hold the Olympics that way?
I really hope Japan won't wake up to a bad surprise when they realize how many infected there are....
