Just a few things to think about, though. While your theory is probably correct as far as G and S are concerned, keep in mind that Brother doesn't have to be in blood. Remember that Kadaj and crew referred to Cloud as their "brother" in AC.
Also, keep in mind that Sephiroth did not gain his wing until he fused with the Black Materia in FF7.
It's also possible that Weiss already had Jenova cells within him, which would make him a host for Sephiroth's reincarnation. That would've also explained why Weiss was so much stronger than the other Deepground members.

I think Final Fantasy X-2 was the last Playstation game I'll ever play. I just can't sit down for more than an hour playing a game anymore. Got ants in my pants, and gotta keep moving.
