This is the concept behind a fuel cell.

So far, it takes more energy to separate the hydrogen from the oxygen than the hydrogen provides as a fuel.

Somebody needs to study some basic physics. It's called the "Law" of Thermodynamics for a reason, people.

Wikipedia article: interesting, how he couldn't get the thing to work when he was being sued in court.
