The mistake may have been in laying all stability at the feet of one man. Every ship needs a captain. Every ship needs officers who can continue fighting if the captain falls in battle.

This is sort of being worked on, albeit slowly. It is intensely difficult to find people who are trustworthy in their corruption. I have no delusions about the trustworthiness or the corruption of those who live in Amber, but it is tricking to find those who are trustworthy in their corruption and can be brought in to be an officer to the captain.

Competence, and lack thereof, complicates the issue. An officer who is skilled but cannot be relied on is useless. So is a trustworthy officer who cannot do his job. Ideally one has high levels of reliability and competence. The labor pool being limited, one seldom reaches that ideal, and puts some pains into retaining those who fit both when they've been acquired.

I'm not in control of anything, mate. I don't really know what is going on and I don't have any information. I just try to do what I'm told. They all decided (Flora, Deirdre, Benedict, Brand) to stuff me in a uniform and now I'm doing the best I can to simply take orders and do the work.
