You can withhold your rent until such time as the apartment is brought up to code and made habitable; simply open an escrow account at your bank for it, and deposit the money in there. It'll earn interest, and the landlord can't get it until he fixes up. Furthermore, he can't evict you until he fixes up. Basically, you earn interest off your rent until he does his job. It's a way to force landlords to do the right thing.
