On the BBC website, they have an article claiming Manchester is now seen as England's Second City.

Second City? Pah! Everyone from Manchester knows London is England's Second City ;-)

No, I'm fairly sure Sunderland is the heart of the country. Certainly the cultural centre (for culture, read football. Keano's Red'n'White army, marching to the Prem!)
