From what I've seen, it's fairly normal. The specific parameters of how it happens are uncertain thus far, but several people have had buildings from their homes arrive.

And how long has the war been going on?

I've heard that the warnings started when the first group arrived, and the actual fighting shortly after that. Though if there have been events like this before...I'm afraid I don't know.

... Yeah, I can see how the locals might think that we kind of brought this on them...

Understandable, but foolish. It's no fault of ours that we are here.

They probably don't know that.

[ And Gohan learned long ago that people don't need to know everything about a situation to judge it.. ]

A situation that is easily remedied.

[Though Boss knows just as well as Gohan does that people aren't very rational when it comes to things like this.]
