Bill Maher was criticizing how cameras are everywhere and everyone wants to record of photograph everything. He said for one thing that if character is what you do when no one is looking, then the younger generation will never know if they have any character- because someone is always looking. Can say something about having an eye on you constantly.
You just don't act naturally. You're inhibited. You're trying to do nothing wrong or at least nothing that annoys anyone all the time, and it's like walking through a minefield. And then someone appears again and finds something that he can get angry about or make a sport out of you.
If you just want to be left alone, and develop yourself independently, it's running the gauntlet.
You can't do this being constantly watched (and teased and bent) by anyone.
