Actually, the title is completely misleading because this required no sleuthing whatsoever. It was merely a matter of fortuitous timing.

Since I arrived here the amount of random things that go on (and subsequently confuse me) is simply astounding. About 2-3 times a week I hear this chanting coming from a loudspeaker. I have tried to figure it out
