I gave it a bit of thought and I think Fitz would probably fit best with the only one you didn't mention: Ravenclaw. He's huge on books and words puzzles (one book frames each chapter with an anagram from his diary) and likes thinking about things in terms of the imaginary worlds that he inhabits. When he first shows up, he even thinks himself a bit superior, which is totally a Ravenclaw thing, right?
The Doctor is pretty much the only person he's intensely loyal to....though he does fall in love with ladies that usually die or he leaves at the end of whatever book it is. He is brave, but selectively and not instinctively. And he thinks too much of other people to ever be Slytherin.
