For some reason, I find it particularly awful to read about Thresh being sold into prostitution. Must be because he seems so impenetrable, both in canon and here in your fic.
I can see the movie influence when you write Johanna. :) Heh. It suits her. I liked that you used her here, she works so much better for Thresh than Finnick would have. (though I guess there was always the option of Chaff and Seeder too, who would have been right there)
Also I found really intriguing the notion that the Capitol allowed two victors because the Quarter Quell was already in the making. That makes a lot of sense, though of course goes against the canon implication that the Quell was a way of getting rid of Kat and Peeta. Not that we know that for sure. I've always thought it would take probably more than just a couple of months to prepare an arena.

I thought it was bizarre, too, but it's just following the victor checklist, I guess. He had to reach that point first, and obviously he didn't in canon. Though I could definitely see Thresh taking on Rue's clients.
Johanna's here because the prompt I followed (but didn't actually have! that was a fun time) asked for Thresh/Johanna so I used her as the one to "recruit" him into the rebellion. Not much romance implied but. :/
Chaff and Seeder would have also worked, yes. If I wrote this without including Johanna, they would have probably initiated him upon the Quell announcement - which is when a lot of victors who weren't necessarily seditious had had enough, imo.
Not really sure what my own belief is when it comes to the Third Quell. It's too convoluted to not be rigged, and Katniss already suspects the reaping itself is sometimes rigged. But SC is the kind of writer who made up toasting just to have the 'fire + bread' symbolism. :P So I really don't know. In this AU, the Quell was always planned and not written like ( ... )
