It appears tome that a little fact has been overlooked here: THe digital world is traditionally governed by 4 God digimon. Wouldn't Qinglogmon and co. want something to say about this?

Although this is true, I would also point out that they have not stopped those intent on destroying the world come within inches of achieving their goals in the past. They would need to be contact, and indeed, have a say, and all laws would need to be approved by them before going into action. However, the laws should be put forth from the people first.
