Duh, they've done five counts of felonious castration without malice and five counts of felonious conspiracy to commit castration without malice. I don't want to live in a world where those who conspire to non-maliciously castrate are not punished.

No, but what I got out of the article was that people knew they weren't licensed and approached these gentlemen to castrate them anyway. I think it would be different for me if they were defrauding people into thinking that they were licensed to do this.
