What is the best way to handle noisy neighbors?

I got a really immature idea that MIGHT work... or it could completely call for a war b/w your neighbors.

At 2 or 3 in the morning... BLAST THE MUSIC (preferrably COUNTRY... or... POLKA) REALLY, REALLY loud and then your neighbors will complain. And then you will call a truce b/w them and all will be quiet and peaceful.

If it doesn't work.. .ermm... yeah.
