Since when is Portillo an intellectual?

Since never, but he's posh and opinionated enough that many people mistake him for one.

One would hope that Radio 4 listeners can tell the difference between "posh and opinionated" and intellectual - after all Will Self is hardly posh, but he's not thick neither

Sadly, I suspect that a lot of the more barking listeners (i.e. the ones who phone up Any Answers demanding that all immigrants be gelded), can and do make that mistake.

How else can Tory election victories be explained?

I doubt they know quite what to make of Mister Self, but I suspect they don't approve, regardless.

Hopefully just to make people despise Melanie Philips (I first wrote Michelle Philips, but why would they despise '60s hippies when most of the listeners.. errr... )

I think it was designed to make me despise Claire Fox.
