I was thinking that 1A is the exact type of thing that governments should spend money on during a recession/depression.

It will provide local jobs during construction, it can reduce congestion on our roads and air ports and in the long run it will reduce dependence on OPEC, which is one of the major ways we're burning our assets and handing them over to our enemies. (There's also global warming benefits as short plane flights have a much larger proportional impact than long distance flights)

If we continue to build renewable energy systems, even more of the economic activity generated can remain in our state.

The type of thing that governments shouldn't be doing is propping up asset bubbles via things like TARP or the direct stimulus checks. That spending doesn't generate any productive economic activity.
