Sue them for the Mental Trauma of having your fag disturbed.

You can also try a pre-emptive strike by talking to next door and complaining about council busybodies and how you have been harassed by said council (this puts you onto their side of what we can assume is a past disagreement with councils in general).

My local council nicked my bike last week. I had the audacity to lock it up outside my window in the "communal" garden, I called them and said, "can I have my bike back please", in the style of ball lost over neighbour's fence. I was told that I needed to pay them for the priveledge of them getting a silverback to come out and cut the lock and then pay storage costs on top. I asked if this was not extortion as there are no signs to say I can't and my agreement doesn't even mention bikes apart from the fact that I am not allowed to bring it through the hallway as it could leave tyre marks, and as I am living here I assumed that there was no problem as it clearly doesn't take up the % of the garden relating to my flat. His reply "I'd love to hear whether the police think it's extortion or not", turns out that he was right, they are treating it as theft of a pedal cycle and criminal damage re the lock instead.

Yeah, we had a letter round about that recently. I didn't bother showing it to you as it was the same as the letter we had a couple of years ago, and also we don't have any crap on the balcony.

Still, hopefully it will have absolved you of any blame...
