Yeah, Falkner is one tough guy to beat. My entire team were Flying-types at that time, so it was a pain to deal with, but we've managed to win. Guess you'd need a big level difference to make up for the type disadvantage?

Ice and rock are also strong against birds. If you only have grass types, maybe try teaching it some special moves specifically for dealing with him?
