Their usual method is the humane traps. Sometimes they use poison, but that's last on the list. I suspect that there was some customer pressure (Fred Meyer [which is famous for their immoral practices])to use the cheapest method available. Regardless, whoever did it should probably be fired for their fuck-up.
I worked somewhere where the had a rat problem, they called in exterminators and used glue boards... every morning I would collect them all and seal them in a bag and then trash them. A few times there would already be a poor creature trapped, there was really nothing you could do for it but mercy kill it as the adhesive would ripp off legs and skin. They are indeed torture. There are much better ways to control "pests".
