Yes. It is the truth of this place, good sir. What would be the purpose of making up such a story? It is so fantastical that any sane person would doubt it at once, as you do. As I did when I first arrived. As my dear Tybalt did as well. Surely, if there were a more rational explanation to be had, it would be better to give that than something out of a fairy-tale?

I can see that you've already had the basic gist of the situation explained to you, Monsieur, but I would like to inform you that there are places around the city that can act as a temporary shelter, to at least keep you out of the rain. Many are empty and you can find one to claim as your own, but I'm sure most inhabitants would rather put you up until the rain ends than risk something happen to you.
