Is your character surrounded by something else that might somehow 'stick'?: No.
Can your characters thoughts be read? Only surface thoughts? Are characters free to dig into tragic pasts and hidden secrets? Or will they only know what they are thinking at the exact moment their thoughts are being read?: Go ahead. There's always history books anyway lmfao. If it's anything ~deep~, might wanna discuss it with me first as there could be headcanon that goes along with it.
Is it possible to communicate with your character through telepathy?: No, as he's not telepathic.
Is it possible to see what your character is doing through psychic powers?: Sure, just let me know.
Is it possible to sense your character's location somehow?: If your character's able to do that somehow, go for it.
Is it possible to sense your character's emotions? Intentions?: If it's within your character's ability, sure.
Does your character have any mental walls or defenses up?: Ask me first.
Can your character be mind-controlled?: I'm gonna have to go with "no" on this one unless you're his boss, seeing as he's an entire nation and all.
