(Ah, sorry OP,I did unintentially change one thing - this is less "Shepard playing hard to get" as it is "Shepard being unavailable because the Alliance has her in prison". Hopefully you'll like the story anyway. :) )
Garrus Vakarian stared morosely at his ticket for passage to Palaven and swallowed back the last dregs of his beer.
A citadel news report droned on the background. His desperate ears perked up at her name.
Commander Shepard has been taken into Alliance custody for questioning in regards to her involvement in the explosion that wiped out the Bahak system...
He tried to shut out the report and signaled the bar keeper for another beer. The Nebula barkeeper - and spirits, he knew he was desperate to get drunk when he was at the Nebula - looked at him and made a soft, barely audible sympathetic clack with his mandibles before pouring him the beer, and an extra shot of Palaven brandy on the side

Well he hadn't, had he. He was just as love with her now as he was then, but now he knew what fucking her felt like. What fucking loving her felt like.
And now he knew she was in love with him, too.
“Your lady friend really worth this?” The bartender asked, as he poured another beer from the tap.
“Yes.” He said, and the bartender shrugged.
The news report droned on, oblivious to Garrus' desire for it not to.
Commander Shepard, previously assumed to have died during a Geth attack, was recently revealed to be alive. Alliance News Network coverage uncovered this picture the Commander six months ago on the Citadel....He saw himself walking with her, on their first trip back to the Citadel in two years. Miranda was following behind, eyes glaring as she watched him and Shepard, hand in hand

Another drink. This time, the bartender didn't bother to ask if he wanted another; he just left one with him. Just like last time, he thought. He helped himself, already knowing that it wasn't going to do anything to numb his grief. He was alone, and she was gone, and nothing was going to change that

“Ah, I don't blame you, young one.” He chuckled. “She was spectacular, rare to see a fire like that outside of our own.”
“Yeah.”
“Good?” He raised a brow-plate, and his sub-vocals left little doubt as to what type of skill Oraka was asking him to evaluate.
“Not your business.”
“Never been with a human. A bit too close to Shanxi, for me. For your generation, of course, it must be different.” He sipped a bit of his drink. Between them, Garrus was relatively sure they'd drank half the bottle now. “However did you deal with the pink?”
Garrus snorted. “How did you deal with the blue?”
Oraka laughed, hard, and slammed his hand on the bar. “Good point. Neither is quite the same as home, though...I've heard they're...similar, in ways.”
“...I'm not talking about this.” No, he was definitively not going to talk to Oraka about any similarities between Shepard and turian women
