You can buy a $90 card.

and

$45 and $90 are the way to buy a metrocard. Those are the amounts that will not leave your metrocard with useless change on it.

I would suggest that the MTA is trying to encourage Metrocard reuse, but the explanation that they aim to siphon pennies off the masses is far more likely.
