Here’s my theory: Not only does Mangini know who will be the starting QB, but both Quinn and Anderson know too! This gives the ultimate outcome that a) there is no confusion/distraction to develop the players as needed, and b) it give Browns full strategy to mess with the heads of other teams either for trade purposes or game strategy purposes.
I thought about this too, but you would think that if that was the case, you would want to the starter to get as many reps with the other starters as possible, rather than continuing to split time between the two QBs.
Now that I think about it, I wouldn't be surprised if Anderson starts the final preseason game, but Mangini keeps the starters in for longer than normal so Quinn gets equal reps, again, even if it's against the 2nd string defense of the other defense.
