Which powers fear this 20 year career teacher thing, and why?

The cheapskate politicians who think that education can be improved or fixed without a significant refocusing of governmental priorities in that direction.

More teachers who had a significant number of years of experience would be considerably more expensive. Also, they would have tenure, and possibly be less reticent as a body to demand change.
