To make your life easy, key out people automatically.

Take a picture of the people on the street. Make sure the camera is on a Tripod. Avoid camera shake, use a cable release.
Then take a second picture of the street, make sure to use the cable release. And also that the streets are devoid of people.

Do this quickly so that the lighting is the same in both photos.

Now load it all into a computer and allow it to compare the two photos and produce an image of what is different.
