you need an economy. places for people to make money. That is the only way the downtown could grow. Are there other towns or centers that people use instead? usually that kills the downtown as well.

what sort of economic plan would you create to activate the use of a town like oshawa? Specialty shops, making money mostly on the net, encouraged to come to downtown oshawa becomes of, No tax? subsidized rent? Also office buildings converted to collages. UT oshawa campus. Town plays buys the building. And hosts companies and people at cost?

The idea being the town takes a loss un till such places can be established. And advertise its new policy widely, news, informational web site. Even churches in office blocks are a good idea. I like the idea of hosting the embassy of poor countries.

Subsidies don't always work so well because if you lure a company to a city with a tax break for the first ten years or something they'll usually leave when the tax break ends. There has to be something about the nature of the place that makes companies want to locate there. And what's fucked up about Oshawa is there's no reason why any industry would NOT want to locate there ( ... )
