I'd say 9pm for strangers/casual acquaintances, 11pm for friends and family (though I'm pretty sure they all know by now that after 10 I'm most likely in bed & won't answer the phone).
My mother always said that 8 o'clock was the limit. But these days I'd say for friends who I know are up I'll call later than that. If it's a close friend and it's important...it's never too late. But I try to stick with the 8 o'clock rule.
if someone calls me past 7pm (central) that i don't know (ie telemarketers/business calls), i get pissed. if it is someone i know and they call before 10pm (which is 11pm east coast time where everyone who calls me calls from so that never happens) it's okay, but after 10pm it better be of an urgent matter. when i first moved here i got a few phone calls at 7 or 8 in the morning and i had to remind them... i am an hour behind you now!
I think it all depends on the reason and the person. Unfamiliar persons, I'd say no later than 9pm their time. Familiar people, it depends on what their schedules are like and what it is you have to say. My best friend I know would not appreciate a call after 10pm unless it's an emergency. My mother is the same. My good friend Chuck though, I can call at 2 in the morning and wake him up if I'm in the mood because we have that kind of relationship. So, I guess it also depends on the relationship.
I can call any good friend at 2am and wake them up...if it's an emergency. I don't know that I love anyone enough to be friendly at 3am without an emergency if they're calling me;)
