I had a lady I was playing phone tag with yesterday - we'd never actually spoken on the phone before - return my call at 9:40 and leave a message - never apologizing for the hour of her call. unless you know the person 9pm is late. If it's business 9pm is ridiculous. Especially not knowing what a persons day is like or if they have kids. 8 is an iffy hr but past that no call. Even knowing people it's still rude unless you've been told directly that its ok. And to not apologize is bad upbringing at the very least.

I'd have been mystified. Not sure how I'd react to be honest...I've had someone I was informally doing business with through my old job call me for the first time at 10:30pm. He knew perfectly well what time it was, and he lived in my timezone. I was just sort of stunned, and asked him to not call past 9p in the future.

People are strange, and a surprising amount of them appear not to have been raised with common courtesy for others lives. (My family has the no calls past 9p unless you're very close/expected to/told to do so/having serious problems rule.)
