Sometime during the spring of 2008 and in the wake of New York change in tax policy for online transactions, Newegg made the tough decision to begin collecting New York sales and use tax to all orders to New York state addresses on June 1st. Probably not as most Americans are required to remit their state's percentage in "use tax". And since New York residents are required to pay their use tax as well, its unlikely any refunds will happen. And since Newegg likely obtained a New York State vendor permit (possessing one of those automatically forces you to collect sales tax and gross reciepts are inspected for compliance), the NYS will probably not allow for any refunds.

Well, it's really a longshot. Uncle Sam and state Governments have this idea of a one way door for any funds they come upon. Once It goes in it can never come out.

I'm curious as to what you think about this in principle. Independent bookstores have long argued that Amazon not being required to collect sales tax is an unfair competitive advantage. That's not an unreasonable concern in itself.

I wonder if Newegg simply realised, or was advised, that just because a state passes a law that declares that everyone on the planet theoretically has a locus there doesn't necessarily make it so. :)
