Umm you should check things out but the general rule is cell phones aren't suppose to be able to dial international numbers. Ummmm, just because the charges say Morocco and such, does not mean it was called there. A lot of pay-for-service numbers (those...places) bill under foreign destination.

If that's the case, you can contest the charges.
