I don't know if this is useful info for you - my default is to work the heel flap until it is approximately square, then do the turn. That seems to be the norm in the patterns I've done. However, this is for adult socks, and baby feet may not be proportioned the same way.
You're right. I didn't have a pattern in front of me and have been winging this one from memory. I think it's been 2 years or so since my last pair of socks.
I used the baby's foot for a guide. And tried out a dutch heel. It's very square and narrow. And cool.
And I might find out that the heel flap is, indeed, not deep enough. I'm in the midst of knitting frenzy.
