I believe that most vegans are primarily concerned with the exploitation of and cruelty to animals (which is certainly the standard in today's meat and dairy industries) and refuse to consume the by-products that support those practices. Human milk wouldn't really fall under that category.
However, people build and restrict their diets on their own beliefs and I'm sure there are people who call themselves Vegans that would say drinking breast milk is wrong.
