I think.. one of the Avatars mentioned it, and said this was to be a sample court.. though now I wonder why they didn't wait until the system was complete to do this trial. It feels.. very much like back home..

But no matter what they know how to protect themselves from the public. I like that aspect, though I assume it's frustrating for some.
