What does this auction mean?

First of all, if responder had bid 3 of any other suit, that would be non-forcing.

Thus this is some sort of forcing hand. The most likely suspect is both minors, although perhaps partner would bid this way with a single suited minor hand or (gasp) a limit raise in hearts (should bid 4h with that hand). As opener I would make my next bid as if partner had a slam try with both minors, but interpret further actions liberally.
