it specifies no pets of any kind, we have a cat as do the people next door (and probably half of the other apartments). There is also atleast one dog who lives there.

double standard. They can't do that. Ask the landlord, if he can't give you a concrete answer to why, talk to the building owner. Ask him the rules, tell them "well another tenant has one," and make sure that tenant isn't blind first before you go off on the owner and threaten court action.

I agree. Make sure that there isn't a specific reason why the tenant has a dog before you say it's a double standard. If there is no reason (such as it's a dog for the blind), then you should be given a good reason why you can't have a dog and the other tenant can.
But when you do bring up the case, try being on their good side rather than just saying, "Well that guy has one!"
If it doesn't work out with him, then try speaking with the building owners and find out the rules of the apartment.
Chances are though, that in apartments they raise your rent slightly because of the pet. They do in most places that I've seen.

There doesn't seem to be anything specific reason that would allow the lady to have a dog. I did try to talk to her once about the dog, but she didn't really speak english...

The landlord even told me that he was aware of the other dog, he wouldn't tell me why she could have one and i couldn't. She is old, but clearly isn't blind or anything... I'm going to talk to the super, if they don't care then we shouldn't have a problem. I also have a friend who knows a lawyer who specializes in these types of things, so hopefully i can talk to him soon.
Get the puppy anyway, dress it up and pretend it's your baby. If the landlord complains and makes threats, act offended and tell him you'll sue for discrimination.
