I think I was just the victim of an attempted scam. So the intercom buzzes and it's the "gas guy," who I let in without a second thought. It turns out to be two guys and they ask me to show them to the gas meter, which I do

grrr. i probably would have kept his diagnostic thingy, made him wait while i called the company again, and given the phone to him. then he could have it back. though he would probably come back while i was sleeping and burn my house down (though that might only happen in china).
